Canadian cities face many challenges – changing demographics, increased income inequality, increasingly complex expenditure demands, deteriorating infrastructure, and more. These challenges have been increasing but the revenues available to cities to respond to them have remained roughly the same – property taxes, user fees, and transfers from federal and provincial governments.

For a long time, Canadian cities have been calling for access to more taxes, comparable with what large U.S. and European cities have. This presentation will look at whether Canadian cities should have access to more tax sources, which taxes would be best, and how we gain public trust to raise taxes.

Dr. Enid Slack is the Director of the Institute on Municipal Finance & Governance at the Munk School of Global Affairs, University of Toronto. Recognized as one of Canada's foremost experts in municipal finance, Enid has been working in this field for over 35 years and is respected nationally and internationally for her research on property taxes and other aspects of municipal finance.
